Sergio H C Carvalho, MSc is currently the Director of Strategic Management for the Ministry of the Environment in Brazil. He has acted as the Director of Protected Areas for Brazil, coordinating several special projects such as the Amazon Protected Areas – ARPA under the Secretariat of Biodiversity and Forests. Sergio is a career official from the Ministry. He began his work in 2002, working with licensing and later as the coordinator of conservation for the Cerrado and Pantanal Biomes at IBAMA. Later on worked with public use and ecosystem services at ICMBio, and transferred to the Ministry in 2011. He helped develop the methodology and Federal Decree for the conservation offsetting arrangement under the federal licensing system and worked with national legislation on ecosystem service payment. He aided in the negotiation for resource mobilization in CBD COP-11 and in the sixth replenishment for the GEF. Also he presented the ARPA third phase negotiation experience in panels of the 2014 World Parks Congress. Has a Masters in Animal Biology (University of Brasilia) with several published papers on termite taxonomy and training on wetland management by the Kushiro Wetland Center – Japan and Protected Areas Management by the Colorado State University – USA.
