This seminar examines how emerging technologies are reshaping student mobility and internationalization in higher education. As artificial intelligence, blockchain networks, and extended reality technologies advance, they are enabling new forms of virtual exchange, hybrid learning, and credential portability. The concept of “technologies of agency” is introduced to analyze how these digital technologies not only facilitate but also actively shape institutional strategies, student decision-making, and geopolitical dynamics surrounding cross-border education. The seminar advocates for a techno-realist approach that addresses risks and ethical concerns while harnessing the democratizing potential of new technologies.
